If your joy 1+ have version similar with Vietnam version, you can install that build via stock recovery
If no, you need unlock bootloader, downgrade to vos 1.0 android 8.1 Vietnam from fastboot mode , after that, you can update vos 2.0 android 9.0 Vietnam version

Before convert to Vietnam version. Please send me screenshot of About Phone, take a picture of Recovery Mode. Thank mate

For fastboot rom. You need unlock bootloader. Then, boot to fastboot mode, run file .bat to install that firmware

Cant i flash fastboot rom via edl mode? İs there a procedure my friend?
